Every morning it reads public EU tenders and the news, keeps the dated events that force a group to make a sustainability decision, and attaches each one to a single account record that stays “in market” for 90 days. It counts triggers and proves the signal-first process; it does not build a contact list.
Stage-3 counting instrument and stage-4 proof of concept for the Session 6 brief. Per the brief, teams count and recommend; Qonsens builds any contact list (stage 5) only after the legal gate (stage 6). No people, no contact data.

On demand: searches the news from every publisher (Google News, Bing News as fallback) over the last 12 months and EU tenders (TED) over the last 24 months, then keeps the organisations whose news is a decision-type trigger. Organisations only: no people, no contact data. Results are cached for 6 hours.

History
Each good daily run is merged into a cumulative archive, so triggers that age out of the 90-day news window stay visible here. Until 15 Oct 2026 the radar kept only the latest run; the archive starts on that date. A failed run (a source down) never replaces the last good data.

How it works
1 · Watch
EU tenders (TED API) and news in FR, ES, EN
2 · Classify
Trigger type; audit-only needs excluded (gate 2)
3 · Resolve
One ID per account — SIREN via Sirene
4 · Account
One record per organisation, 90-day window
5 · Count
Stage-3 trigger rate per country
Accounts only: the radar collects no personal data. Before any outreach Qonsens would build: lawful basis, information duty and objection route (GDPR), plus national email rules (FR / BE / ES differ). News via Google News RSS is used for a non-commercial student prototype; production use needs a licensed source. Classifier: keyword rules (a Claude-based classifier is available in the Python version).
